<p>The United States of America is a nation which is a home to two totally different races, the blacks and the whites. The blacks had never imagined that they will ever be able to witness traces of racial equality in their lifetime. And this fear of race, gained a ground after the New Orleans Hurricane of 2005. But, the political outlook of the blacks has changed dramatically during the past ten years especially from the helplessness of Hurricane Katrina to the election of the first black president.</p>
<p><strong>a. Blacks and Whites: Live together but in a different wo</strong><strong>rld</strong></p>

<p>In the past decade, blacks have been racially discriminated in US. The way an African-American is treated in the nation, is totally different from that of a white. The blacks had left all hopes of being treated equally as the Whites, after the Hurricane of 2005. A study says that after the hurricane only 20% of the African-Americans believed that the United States would be ever able to get free of the chains of racial discrimination.</p>

<p><strong>b. New beginning</strong></p>
<p>After the election of the first black president of US, Mr. Barack Obama, more than half of the community was optimistic about the fact that they would enjoy equal status very soon. Whites were even more optimistic about racial harmony. But, the anticipated results have not been achieved. As the economy has suffered in the past years, African-Americans continue to suffer from racial discrimination and poverty.</p>
<p>Obama’s election was considered as the country entering post racial period. Blacks have the power to change the policies of the United States as their proportion is steadily increasing in the electorate. With the advent of social media, it is expected that the young people will provide new momentum to this movement by expressing their thoughts and ideas in US presidential elections.</p>

<p>Can mobile apps prevent acts of violence against women? Sometime back, a Voice of America video raised this question while presenting a mobile app, which can aid women in panic situations. The app provides a new approach to make women feel safer, and keep them under the watch of their loved ones. It is called the ‘Fight back’ app, especially designed for women living in areas where their safety is a government recognized concern.</p>
<p>The app works with a GPS system, which constantly signals the location of the device. The interface has a panic button, which when pressed sends a message to a customized list of people with the exact location of the device. For women, this can certainly come handy in a problematic situation, but their safety will depend upon the reaction time of their loved ones.</p>
<p>Thus, the question remains the same; can this mobile app or any other similar mobile app make a difference? The developers of such apps feel that these apps should be an element of a broader solution strategy. But, it’s not just strangers in the dark that women should be afraid of. Research reveals that 69 percent women have been physically assaulted by an intimate partner, and 40 to 70 percent of female murders too have been committed by intimate partners.<span id="more-216"></span></p>
<p>Clearly, women are vulnerable to more than one situation. Among the major reasons, which make women feel unsafe, is the lack of government safety measures. The developing company of ‘Fight Back’ does not offer a public monitoring service, which would make this app more useful. Hence, it cannot be concluded that such apps can bring a significant change in women’s safety. For what it’s worth, such apps can help the authorities to map areas with more cases of assaults on women, and take proper measures to bring the situation under control.</p>
<p>The increasing use of mobile app by women definitely indicates how they are seeking for safety measures that would keep them safe and protected. It sheds light on how women fear their safety even in crowded neighborhoods. But, to find a solution to this major social injustice, we would need more than just a mobile app.</p>

<p>The White Ribbon Day is held every year on 25th November. It is an awareness campaign which highlights the violence against women and strives to discourage people from resorting to violence against women. Campbell Newman, the leader of the Liberal National Party of Queensland, have conformed that his party is committed to wipe out any form of violence against women. On the White Ribbon Day, Newman and all Opposition MPs took an oath to never commit or remain silent about any violence against women.</p>
<p>It is to be noted here that Queensland has the highest rate of homicides that resulted from domestic violence. It is very sad to note that 1 out of every 3 females (over the age of 15) will be a victim of violence and 1 out 5 will be a victim of sexual violence. These are really depressing statistics and the LNP commitment is very vital in this respect.</p>
<p>Newman is aware that all these oaths and commitment will mean nothing if practical plans are not in place. The pledge to protect women from violence is commendable but more needs to be done to instill confidence among the women in Queensland and Australia in general. He has urged all Queenslanders to honor the White Ribbon Day and support all measures that are in place and will be taken to eradicate all types of violence against women.</p>
<p>The Liberal National Party has repeated several times that they have total commitment towards protecting women and children from domestic violence. They have urged the victims to speak out so that the offenders can be easily booked. There are plans to undertake measures so that it becomes easier to identify potential offenders and stop their bad or abusive behaviors. In order to implement the pledge successfully the LNP expects support from all quarters and early intervention and detection of suspect behavior.</p>

<p>An independent United Nations human rights expert on an exploratory visit to Italy has advised the policy makers to formulate a policy that ensures to protect the women from violence and ensure that there is no gender inequality and discrimination against women.</p>
<p><strong>Places visited</strong></p>
<p>Rashida Manjoo, UN Special Rapporteur, on a 12 day trip to the Mediterranean nation toured various anti violence shelters throughout the country. Rome, Milan and Naples were on her priority list and she also visited camps for Sinti and Roma communities.</p>
<p><strong>Observations made</strong></p>
<p>As per her findings, most cases of domestic violence go unreported as the patriarchal society does not essentially consider domestic violence a serious crime. Economic dependency of the women on the family and their fear that their request for justice will go unheard with the government authorities makes women silent sufferers.</p>
<p>The legal framework is not strong enough, giving the perpetrators easy chance of escaping the noose of the law. The compensation for women victims is also marginal. This also demotivates the women to register a complaint with the authorities.</p>
<p><strong>Ray of hope</strong></p>
<p>However, the observations made by Rashida Manjoo does have a ray of hope. As per her observation, Italy still has vast expertise and can offer legal, social and economic assistance in case of domestic violence. This is also applicable to other forms of violence both in private and public sector.</p>
<p>She ended her visit with a positive note urging the lawmakers to promote a policy that advocates promotion of human rights for everyone. The violence against women should be on the national agenda, thereby ensuring comprehensive protection to women, in case of any violation.</p>
<p>The findings will be presented by Rashida Manjoo in the June 2012 session of United Nation Human Rights Council in Geneva.</p>
<p>Violence against women in any form is a serious crime. The visit by Rashida Manjoo has come as a ray of hope for the women in Italy who are subjected to domestic violence.</p>

Only days ago the situation was different. The pro-west Tadic had won the Serbian presidency and there was hope all around that Serbia would be coaxed into accepting Kosovan independence, which is due any time now. But the hardliner Serbian Prime Minister Kostunica has thrown a spanner into the works. He refused permission to Serbian delegates to go ahead for meeting with the EU to finalize plans for closer links between Serbia and the EU. The EU had dangled the carrot before Serbia to get it to accept the upcoming declaration of independence by Kosovo. The EU does not want history repeating itself in the Balkans. Every time a part of Serbia has detached itself, a bloodbath has inevitably followed. The EU does not want renewed instability at its doorstep again. Kostunica&#8217;s antics of breaking away from the alliance with Tadic&#8217;s party and allying with the Serbian Radical party bodes ill for Serbia. It shows Serbia will not let go of Kosovo without violence. There is going to be instability within Serbia too between Tadic and Kostunica (and Nikolic). It seems the internal struggle between the pro-west elements and the pro-Russia groups in Serbia has not been settled by the verdict of the presidential elections. 			<content:encoded><![CDATA[<p>East Timor&#8217;s nobel peace prize laureate and President Jose Ramos Horta was shot in the stomach at his home on the outskirts of the capital Dili in a pre-dawn attack by fugitive members of the country&#8217;s armed forces. Although President Horta is said to be stable and is being treated in an Australian military hospital, the attack proves deep divisions between the state and the armed forces. The attack, which also targeted Prime Minister Xanana Gusmao, was carried out by a renegade soldier Alfredo Reinado who was killed by Presidential guards during the shoot-out. Reinado was charged with murder by the government after leading a violent clash in 2006 between the police and the military which claimed several lives and government calls for him to surrender fell on deaf ears. Reinado warned of an imminent attack on the government if his demands of being re-inducted into the army were not met. Since its independence from brutal Indonesian rule in 2002, East Timor has struggled to tackle widespread poverty and a growing division between the country&#8217;s police and the army. UN forces remain on high alert across the small country amid a growing indication of a breakout of violence between pro-Reinado forces and the government. Australia has over 800 peacekeepers in East Timor and the forces are on standby to face any standoff. The actual motive of the attack is still unknown although analysts believe that a rapid reduction of UN control on the former Portuguese colony in 2006 made Alfredo Reinado to have a go at the country&#8217;s political setup in order to attain public and international recognition. Since the bloody 2006 chaos, the UN has again restored order in East Timor although Reinado was a stumbling block in absolute peace in the country. To many the attack on the President has come as an absolute shock and surprise. President Horta worked tirelessly to bring peace and stability in East Timor and even met Major Reinado personally to ask him to surrender. Mari Alkatiri, former Prime Minister who sacked Reinado and a third of the country&#8217;s army leading to the 2006 chaos and then was forced to resign from his post, explained the media of his shock at the attack. Now the leader of the opposition Fretilin party, Mr.Alkatiri said, This comes as a total surprise given the recent positive developments, as a result of the President&#8217;s tireless efforts to find a mechanism of national political consensus to find solutions to the critical issues that are faced by our country. 			<content:encoded><![CDATA[<p>In a chilling warning to European and US politicians and diplomats, Mohamed ElBaradei has asked the world&#8217;s powerful nations to act soon to prevent nuclear material falling into the hands of the extremists in the near future. Speaking at the International Security Conference in Munich, Mr.ElBaradei said, Is the world in disarray? Unfortunately, the answer is yes. The world is in disarray. The world is going through a period of insecurity and instability; I think we all agree on that. All you have to do is look at what we go through here and at the airport-it&#8217;s awful the life we have to go through at times. But what does the 2005 nobel peace prize winner actually mean by the strong statement? It is clear that the International Atomic Energy Chief is concerned by the race among various countries of the world to acquire nuclear weapons or for that matter nuclear energy at all cost but he blames the powerful nations for not doing enough to stop the proliferation. Mohamed ElBaradei has been working on the Iranian nuclear standoff for the last six years but on many occasions had stressed the fact that diplomacy is the only way to deal with such issues but the aggressive stance taken by the US made him uncomfortable in his job on more than one occasion. But Mr.ElBaradei&#8217;s warning is set to fall in deaf ears as the bigger nations would never destroy their stockpiles of nuclear weapons to act as examples for other nations to follow. Furthermore, the situation in the Middle East is volatile enough to land the dangerous weapons into the hands of extremists. Mohamed ElBaradei&#8217;s speech also stressed the need to tackle world poverty which is the source of most extremist activities around the world. We still live in a world where we have 2 billion who live on under $2 a day, one-third of our fellow beings&#8230;..We have 20,000 people who die everyday because they are too poor to live. 			<content:encoded><![CDATA[<p>We are very much aware of the hostilities and human suffering that are deeply connected with conflicts across the African continent. Yet the situation is far worse than what we see, read and feel sitting thousands of miles away from the conflict zones. UNICEF has warned that rape and sexual violence in some of the conflicts of Africa have taken the form of an epidemic leaving a profound effect on the lives of children and women in the war-ravaged regions. While sexual violence is common in war-zones, women and children are now being raped in displacement camps, during aid distribution and even after conflicts have ended making it a priority for the international community to look into the matter closely and work towards an end to these evil acts. Although there is an increased recognition of the gendered nature of the conflicts in Africa within the international community, a lot of work has to be done to address the invisibility of women and young children from the conflict zones. African human rights activists have noted that rape is a common form in African conflicts to unleash fear among rival communities. But what has concerned UNICEF is the fact how rape cases doubled within days of the Kenyan political violence which makes the organisation believe that sexual violences have taken the form of epidemic in violent areas of different parts of Africa. The UN agency described the problem as an epidemic because the use of rape as a weapon is spreading from armies and militias to civilians in conflicts and civil wars. The Amnesty International, which covers more than 130 countries in the world, highlights some of the examples of the impact of armed conflict on women in Africa. According to it, women and children suffer rape at the hands of the militia and various other armed groups across the region and even at the hands of their supposed protectors, the UN peacekeepers. UN forces based in the Democratic Republic of Congo are accused of carrying out systematic rape against innocent women and children making it very difficult for the UN to sort things out. Moreover, this horrific situation is not getting the right publicity as it should. Far too much time get wasted by the rich nations addressing international terrorism when a third of that time could be used to good effect in normalizing Africa. Having said this we must not forget African countries have been colonized by various European countries in the past for immense reserves of natural resources and till date all the powerful nations are spreading their influence for the same age-old reason making the continent a big ball of fire ready to explode at any moment causing a humanitarian crisis never experienced before.</p>

			<content:encoded><![CDATA[<p>Chad, a landlocked country in Africa seems to be particularly influenced by marked violence from regions like Darfur. The black rebels in the country have led to a hostile bid against the President of Chad, Idriss Deby who is facing rebellious attacks and violence over his administration and governance. The President has finally declared an emergency which will be in effect for 15 days. Chad is very explicitly divided into groups which are belligerent in turning over Deby’s government and are indulging in unceasing attempts to overthrow him. All this insurgency started in 2006 when these armed rebels stormed into Chad’s territories but were ultimately repelled by Chadian army who has a strong backing of the French as it supplies logistics and intelligence support. The Battle of N&#8217;Djamena in which the rebel forces entered Chad&#8217;s capital has sparked off the emergency measures taken by the President. The pivot for this rebellion, as anticipated by President Deby is Sudan who supports these causes. But now the emergency has come as an impeccable attempt on part of the Chadian government to monitor the operations of these rebels as well as civilians in the country’s territories. With a diligent eye on public and private press as well as transport and house searches, the President does not want to leave any table unturned to cope up with these attacks. President Deby, who has won three consecutive Presidential elections in the country since 1990, is seriously facing authority and power sustenance issues. A land marked by violence on all sides seems to be facing testing times with the emergency now being declared. Lets see how far this challenge of rebels is going to exist.</p>

			<content:encoded><![CDATA[<p>Zimbabwe&#8217;s former Finance Minster Simba Makoni has thrown a new challenge to President Robert Mugabe by declaring himself as an independent presidential candidate. This is a significant defection from the ruling Zanu-PF party which expelled Mr. Makoni from the party this week. Although the former Finance Minister has made it clear that he was not against his President Mugabe but urged Zanu-PF party members to follow him for the sake of the people of Zimbabwe and start a process of reconciliation to take the poverty-ridden country forward. Mr. Makoni described his country as a sad nation full of fear. He said, &quot;[It is] a polarised nation in deep stress and one characterised by disease and extreme poverty.&quot; The question is how effective would be Simba Makoni in giving President Mugabe a run for his money although international analysts are predicting an unfair elections with Mugabe pulling all the strings for a sixth term. The situation is very difficult in Zimbabwe with secret media stories from the highly restrictive country reporting of Mugabe secret police excesses against opposition and anti-Mugabe supporters making the upcoming March 29 election an uneven playing field. Coming back to Mr. Makoni, the former Finance Minister has promised that if elected he would &#8216;address national issues that separate and divide us as a nation and institute a process of national healing.&#8217;Analysts believe that the arrival of a new Mugabe challenger would breathe life into a supposedly bleak opposition and western campaign to dislodge the 83-year old Mugabe from his 28-year old rule of the Southern African country. It is too early to say whether opposition leader Morgan Tsvangirai of the Movement for Democratic Change (MDC)would join hands with Mr. Makoni but there is a growing feeling that Mr. Tsvangirai would not let a golden opportunity to beat President Mugabe go by. With Zimbabwe under serious economic downfall, with inflation rate being the highest in the world at 26,000% and the poor Zimbabweans are without any basic foodstuff to lead normal lives, this is the right time that all the opposition parties join forces to topple President Mugabe. Although Mr. Tsvangirai praised Mr. Makoni for his courage and patriotism, the former has referred to irreparable differences between the two would not let them forge a united front. The MDC leader was quoted as saying in Johannesburg, South Africa: He(Makoni)participated in the Zanu-PF politburo, while hopes of liberation were squandered, while our economy was destroyed, while a quarter of our population has fled. He stood by and did nothing. It remains to be seen what would be the next steps from both Tsvangirai and Makoni although many believe that South African President Thabo Mbeki should pressurize President Mugabe in ensuring a free and fair poll so that everyone has a chance to shine. But one doubts it would ever happen under Mugabe.</p>
